The California Community Colleges (CCC) enlisted LPA to devise and manage a public affairs campaign, in concert with its government relations strategy, to seek approval of Governor Jerry Brown’s 2018-2019 budget proposals establishing the 115th community college as a fully online campus.

Strategic Approach

LPA and CCC collaborated to define the proposed online college and the revised Student-Centered Funding Formula as solutions to the accessibility and equity gaps plaguing California’s higher education system.

Together, CCC and LPA drove the narrative among key audiences and accelerated a rising groundswell of support for both budget proposals by developing a robust message platform, engaging allied interests to help amplify messages, establishing regular communication with target audiences via creative outreach and tools, and writing, pitching, and placing numerous supportive op-eds authored by diverse voices to elevate the proposals across California.


Our efforts  succeeded  as the Legislature approved both the online college and Student-Centered Funding  Formula included in Governor Brown’s 2018-2019 budget.

LPA continues working with CCC and the Chancellor’s Office to communicate and build public affairs support for solutions to the basic-needs crisis many community college students face-from increasing resources for the community college system, to elevating the importance of the system to the state’s workforce, and keeping diversity, equity, and inclusion in clear focus.
