Sacramento leading public affairs firm expands offering, elevates leadership

Sacramento, Calif. (May 1, 2024) – Sacramento-based Lucas Public Affairs (LPA) announced it is joining Public Policy Holding Company (PPHC) as a subsidiary effective today, bolstering the local company’s offering as a top California firm providing strategy around the state’s most pressing issues. PPHC is a publicly traded company headquartered in Washington, D.C. and currently listed on the London Stock Exchange.

LPA Chief Executive Officer & Founder Donna Lucas, who launched the company in 2006, said the deal enables the firm to retain its independent brand and market identity, further strengthen its talented 28-person team and preserve its all-important culture.

Lucas and co-owner, LPA President Cassandra Pye, are fixtures in Capitol policy-making and political circles. Both worked for governors of California in senior positions, and between them have held top leadership positions on more than a dozen nonprofit boards and public policy organizations. The two have built a management team that will help lead the nonpartisan firm into the future while retaining the brand and team, growing and aiding in leadership succession planning over the five-plus years ahead.

Senior Vice Presidents Jessyca Sheehan and Travis Taylor, who lead many of the firm’s largest accounts, will continue to expand their responsibilities, along with Vice President Daisy Castellon and Director Patrick Dorsey, all guided by the firm’s experienced leadership team.
